Creating grilles?

Hopefully a quick question...how do people create grilles? Special software or a more simple method?

Some people make some really nice looking ones but I'd be happy with something basic...the ability to put chord charts at the top would be nice as well, but the whole catch is I don't particularly want to spend a bunch of money for stuff like Sibelius just to make some charts and grilles. I'd just like to put together some versions of songs in the way I like to play them, for reference if I need it, etc

Most of what I've found has been for making chord charts, which are handy, but now I'm used to reading grilles and find it quicker to do that

I have an Excel program with a template to create chord charts, with a
macro that allows you to transpose keys with a couple of keystrokes.
