Is there an option for English Subtitles?

I got this DVD for Xmas but on the info on the back of the DVD it is listed as being PAL format and Zone 9. I've yet to find a DVD player that it will play it although I did find a computer that will play it but I've yet to find the option for English Subtitles.

I know there is an option for English subtitles on the N American version (which I got a couple of years ago on ebay).

Are there any special features on the Swing DVD? I ordered a copy about a year ago from a Canadian merchant which has a text interview with the director and previews for Swing and Vengo. Does the American release have any other special features?
