I wonder if any of you can give me some info on when and if Georges Ulmer wrote this tune and who may control the rights
to it now? Or anything else you may know about it.

The two early pieces of sheet music I've got for it both list Ulmer as composer. Both also say copyright Robert Salvet; one (the later, I think, as it also includes English lyrics by Jean Catel) is copyright 1944. I don't know who controls it now...

Georges Ulmer wrote "Si tu savais" and he also sang this song as you can hear. He recorded it but the record was not released. But the song was known by radio and live performances. Some other singers sung this song too (Martha Love, Anny Flore, Nelly Kay), Jo Bouillon (who was Josephine Baker's husband) and his orchestra played it.
The copyright of the song is 1944 (though it seems it was possibly composed in 1938). It was recorded by Georges Ulmer for the first time by Ulmer in 1947 (unreleased) and in 1951. Django recorded it in november 1947.
