Upstroke - rest or free?

I'm sorry I don't have my GP book in front of me to cite the page reference, but there is a direction to make the upstroke match the down(rest) stroke in volume. Is there an "up" rest stroke, resting on the adjacent string? Or is the upstroke a free stroke?

    No...all upstrokes are free strokes. You need to get the pick back into the prep. position for the next downstroke so upstrokes need to be free.

    The only player I've ever heard of that does rest strokes when going up is Pat Martino.
