Finding a manouche teacher

Hello,

I live in Germany, and it's almost impossible to find a teacher for gypsy jazz here, but my sister lives in northern France, and I visit her every summer, so lately I've been thinking I could look for a teacher there, if I stay there for a month.
But how can I find them? Do they even teach people that are not romani?
If yes, can someone suggest a good teacher in the area of Lille / Charleroi?
