What is "Latcho drom"?

What is "latcho drom"? I see term around a lot. I thought it was a band, but I see it used in other contexts also. Is/was it a person?

    Latcho Drom is a phrase of Romany speech and means - roughly - have a safe journey or travel well.
    Latcho Diwes is another phrase meaning welcome.

    Latch Drom is also the title of a film by Tony Gatlif charting the movement of romani people from North West India to Europe using music to illustrate the journey and the musical heritage it left behind.

    The phrase Gadjo Drom is what we non-gypsies ( gadjo ) means the journey we're on trying to emulate our heroes.

    Latches means well done

    latcho = good (used as adjactive)
    foolo = bad

    latches = bravo (not used as adjective)
    fooles = you can probably figure that out
