This was a custom make by some luthier.
At some point it had 10 tuning machines for 10 strings.
It has an greatly elongated head to accomodate this with 4 holes per/side and an elongated "head end" for the last two tuners.
It's not a factory guitar and shows a lot of workmanship initially and a lot of unknowns at present.
If there was a shot down the sound hole, you might see a stamp from the maker.

I hate to disagree but In my humble opinion this is an Aria MM20, modified and stripped.
The pictures posted on ebay clearly show the outline of tailpiece identical to those fitted on an Aria.
I haven't measured the ratio of length and width against an Aria but I'd bet they match up to those on the ebay guitar.
The headstock seems to originally have had six machine heads - you can see where the middle post holes on each side of the headstock have been filled in and two new holes drilled on either side giving 4 machine heads per side.
I can't explain the "5th" hole between the evenly spaced tuner holes on the "restorable guitar". It may be an Aria but one that was built for 8 (or 10) strings with a greatly elongated head.

Heres's another guitar for sale on ebay - compare the pictures and make up your own minds.

I don't see how you could get 4 tuners/side on any regular gypsy headstock.
