Monk is about the only thing I can think of that would fit that. At least in the world of jazz, I only ever heard the word within the jazz context. Sandman is not that unusual to my ear. But I used to listen to a lot of metal. Maybe Primus would fit that description.

That's the opposite of a smooth melody
Could be a colloquial version of disjunct melodies. IE not smooth stepwise motion. Bebop is full of disjunct melodies. Lots of big leaps.
