In the example 17.2 of the book it is said that the lick is about an A9 arpeggio, but for me is a C#m7b5 arpeggio.
Am I wrong?

Both those chords have a lot of common tones.

I guess it depends on the context.

Except for the A, they are exactly the same. And the bass and/or rhythm player will be taking care of the A for you, so it works just fine.
I've never been a guitar player, but I've played one on stage.

C#m7b5 is also equivalent to an Em6. These substitutions make for a lot of interesting possibilities in both soloing and rhythm playing. For instance, you can play all of Dark Eyes using m7b5 shapes.
