  There are box fans you can bring up to your room. They don't make it any cooler, but they're really loud and distract you from the heat.

  1) no but the previously mentioned box fans do a good enough job. 2) not in the rooms, but the dorm I was in last year had a kitchen with a fridge. I kept beer there. 3) no idea.
