    I think if a similar scheme were attempted in USA it would be slighted as market inteference, artist welfare or, gasp, socialism!

    There is always the National Endowment for the Arts (NEA) grants, but the GOP has been trying to kill that program since Reagan got into office (then again under Gingrich and under Trump). Of course, Andres Serrano getting funded for putting a crucifix in a jar of his piss (Piss Christ) didn't do the cause any favors. I suppose one person's trash is another person's art.

    I always loved France's Fete de la musique, where musicians and regular folks around the country celebrate music on the summer solstice by playing music in the streets. There are many free formal and informal concerts, etc. It's a fun mid-summer party....but, yes, it was started by the Socialists. 😎

    i think canada has a local content requirement. so radio stations pay a "penalty" for u.s. and other foreign content; and the resulting fund is used to support canadian musicians. not sure who decides, but the ice huns among us can help out

    Tom is correct.

    TV and radio stations in Canada are legislated to air a certain percentage of Canadian content.

    Failure to do so can result in fines and suspension of broadcast licences.

    That said, I am not aware of those penalties actually being used, at least not here in Ontario where I live.

    This may reek of frivolous protectionism to our US neighbours… however, consider this…

    …our film industry has no such protection and American films make up about 90% of the Canadian market… in fact, the only reason that it’s not 100% is because Quebec has its own French language film industry.

    The Canadians also have their own music awards (Junos). I used to work as a DJ at a Canadian radio station. Yes, we had to play Canadian Content, but there are plenty of bands and artists that are popular south of the border (think Bryan Adams, Celine Dion, etc) that are popular worldwide that can qualify. Others (i.e. Tragically Hip) don't quite achieve the same popularity out of their home market. Same could be said for other countries (Cold Chisel big in Australia, not in US; Robbie Williams big in UK/Europe, not in US; Johnny Halliday is the French Elvis and lived in California, but he probably couldn't even get mugged on the the streets of the US). Curiously, there are some bands that are the reverse (The Outfield of "Your Love" fame were big in the US, but not as much in their home UK market).

    It isn't just the artist being Canadian though. A song could be performed by an American, but written by a Canadian and recorded in a Canadian studio and that would count. Because it isn't 100% exclusionary, I don't see it as much of a barrier to outside music being played but more keeping a regional flavor while the mega-hits still get access. In a way, it is similar to the 50s-80s in radio when regional stations had more control over what songs they played. Bob Seger might get a ton of plays in the Detroit market, but not so many in Atlanta.

    Yup, if the movie is located in Chicago, it's most likely shot in Toronto.
